    (SALT LAKE CITY, Utah) - Governor Gary Herbert will be signing HB 11 and HB 119 S01 into law tomorrow morning, creating a second chance to individuals struggling with addiction.

    Representative Carol Spackman Moss, the author of both bills, is incredibly grateful at the bipartisan support the bills received across the state. She said, "Overdoses are deaths that are easily preventable. Good Samaritan laws like HB 11 allow people to report overdoses without fear that they will be targeted for prosecution, freeing them to save a life. Advances in medicine and technology and now the law have created opportunities for second chances with the administration of 'Narcan'. Our hope is that these new laws will save lives and get people into treatment for addiction to opiate drugs, both legal prescription painkillers and illegal drugs like heroin."
