Robert Anthel Wiley was arrested on four counts, all first degree felonies, of aggravated sexual abuse of a child. Terry Joseph Messer was also arrested and is facing four counts of a first degree felony rape of a child.
The cases, while separate, involved the same 13-yr-old child. While the Cedar City Police Department would not comment on the case, according to the probable cause statement Messer engaged in sexual intercourse with the child on at least four different occasions during the month of February and several months preceding that date.
The statement also said there were numerous other incidents reported.
Wiley was listed on the probable cause statement as being in a position of trust with the victim and thus in a position to “exercise complete influence over the child.” Wiley was reported to have “forcefully held the victim down and take indecent liberties with her by fondling her breasts.”
As in the case of Messer there were at least four occasions this happened including three that allegedly occurred while Wiley was “wrestling” with the victim. The fourth time the statement said the incident took place at Canyon Park in Cedar City.
There were witnesses that corroborated the reports on both incidents, including an eyewitness account of Messer engaging in sexual intercourse with the 13-yr-old victim.
Cedar City Police information officer Jimmy Roden, did confirm the investigation on both of these incidents are still ongoing. Per the probable cause statement, additional arrests may still be made.
