    (ST. GEORGE, Utah) - As was released previously, on August 23, 2013 Detectives with the St. George Police Department in conjunction with Homeland Security Investigations and the Washington County Sheriff’s Office, conducted a vice sting operation in the St. George area on Friday, August 23, 2013. The following information serves as an update to the ongoing investigation.

    As a result of the vice investigation conducted over the weekend, several individuals were arrested and charged with prostitution and human trafficking related charges. Additionally, a 17-year-old female victim was identified. The juvenile female was transported into Utah from out of state and, through intimidation and/or fear, she was compelled and persuaded to perform acts of prostitution by Leroy Haley and Francis Uhrhan. Evidence also suggests the group had recently traveled throughout Utah engaging in similar activities. The group is suspected of working out of the Las Vegas, Nevada area.

    Detectives served a search warrant on a motel room the subjects were staying in St. George as part of that investigation. Subsequent to the service of the search warrant, multiple items of drug evidence were located and collected including marijuana, hydrocodone pills, suspected extacy pills, and other drug paraphernalia. The pills were of a large enough quantity to suggest drug distribution activities and other evidence indicated they were dealing drugs. Leroy Haley and Francis Uhrhan were charged with drug distribution charges in relation to their involvement in that regard. Additionally, while under arrest, Leroy assaulted multiple police officers by kicking and punching at the officers while he was being transported.

    Originally, it was mistakenly reported that the juvenile had been arrested and charged. The juvenile female victim was not arrested nor was she charged with any crime related to her involvement in this case. She was approached as, and interviewed as, a victim in this investigation. She was however taken to a local youth crisis center and sheltered there for a few hours while her legal guardians traveled from out of state to pick her up. She was cared for at the crisis center and released to her legal guardians later that same night.

    Francis Uhrhan, 20 was arrested and booked into the Washington County Jail. She was charged with Human Trafficking, Aggravated Exploitation of a Prostitute, Sexual Solicitation, DOPL Violation, and Prostitution. Possession of a Controlled Substance with the Intent to Distribute charges were added today. Her bail remains set at $100,000.00 cash only.

    Leroy Haley, 30 was arrested and booked into the Washington County Jail. He was charged with Human Trafficking, Aggravated Exploitation of a Prostitute, two counts of Assault by a Prisoner, Interfering with Arrest, and Disorderly Conduct. Possession of a Controlled Substance with the Intent to Distribute charges were added today. His bail remains set at $100,000.00 cash only.

    Thanks for reporting on this with accurate language. So often these teenagers who are manipulated, violently coerced and even kidnapped across state lines are charged and called prostitutes. Thanks for shedding light on this dark issue, I think it is allowed to exist because it remains disguised under words like "prostitution" which leads us to think these children are doing it willingly.
